The State of Connecticut is playing at being a sort of “reverse Robin Hood” by taking money from cities that cannot afford to upgrade their wastewater treatment plants and giving it to the municipalities that have been able to afford the upgrade. What’s worse is that while I’m sure that this exchange was conceived with the best of intentions, it has become just another tax; a tax that cost the users of the Danbury wastewater treatment plant $1,108,335 in 2009, and gave Stamford $961,118.
